Since April 2006, a manual on the Hague e-Apostille has been issued and renamed (e-Apostille).Since 2012, it has been gradually implemented by several Member States of the Convention.
The programme offers security, simplification of procedures and economy, in line with the Hague Convention.
The e-Pilot (e-App) consists of two different platforms:
The issuance of electronic Apostilles using PDF technology for issuing and signing by means of an electronic certificate.
The possibility for each Competent Authority to record all the endorsements it issues, whether issued on paper or electronically, in an electronic catalogue. In this way an issuing authority can check the origin of the relevant Apostille of another authority.
In countries that have signed the Hague Convention (Apostille), public documents must be marked with the relevant notation, otherwise a consular visa is required.
Tax residence certificates issued by the tax authorities of the USA and Turkey, as well as applications for the application of double taxation conventions, are excluded from the procedure.
Documents originating from the countries (Austria, Spain, France, Italy, Luxembourg, the Netherlands, Portugal, Portugal, Turkey, Poland and Spain) are also excluded from the procedure for the validation of documents with the Apostille stamp, as they have signed a Document Validation Exemption Convention with Greece. However, they must be dated, signed and, where appropriate, stamped by the competent authority of the issuing State.
Special provisions govern the APPLICATIONS FOR THE APPLICATION OF CMAAs with the USA, TURKEY and MOLDOVA as described in POL.1107/5.4.1999, POL.1092/23.6.2005, POL.1210/15.9.2015 respectively for each state.
Note: In any case, since not all countries are members of the Hague Convention, it is advisable to inform everyone, depending on the country of destination, about the procedures to be followed in order for the public documents of that country to be recognised by the Greek State. For example, while China is now an international destination with many economic migrants, it has not signed the Hague Convention (except for Hong Kong and Macau province) and therefore the person concerned should contact the Greek consulate there. A similar situation is the case in Canada where the person concerned must validate the Canadian documents either at the Department of Foreign Affairs in Canada or through the Embassy in Greece.
A verification procedure is provided for by the authority of the contracting country that receives the act or document, when it deems it necessary, by completing a multilingual form, a photocopy of which is also attached and sending it to the issuing authority, in accordance with the provisions of Articles 3, 4 and 5 of Law 4231/2014.
The public electronic form is submitted electronically as a pdf file
The relevant data shall be entered in the verification register (internal offline register)
